Many authors use outlines to better visualize their ideas. Outlining forces you to name each one of your key points within your manuscript and develop them while helping you construct a seamless transition from one idea/scene to the next. Outlining the manuscript is the first step to writing the manuscript because it constitutes the actual act of construction.
